MANDAUE CITY, CEBU — August 12, 2026. Cebu Doctors’ University (CDU), through its Community Outreach Services (COS) Office, formalized its partnership with Tipolo National High School through the signing of a Memorandum of Agreement (MOA) for Project UGMAD (Ugma Gahinan sa Mabungahong Aksyon ug Direksyon).
Anchored on CDU-COS’s SHIELD agenda Skills, Health, Innovation, Education, Livelihood, and Disaster Preparedness, Project UGMAD is the Non-Teaching Personnel (NTP) Community Outreach Project designed to provide meaningful and sustainable capacity-building opportunities for teachers and school personnel.
The ceremonial signing was attended by Cebu Doctors’ University President and Chairman of the Board, Dr. Philip Anthony Sto. Domingo Larrazabal; Vice President for Academic Affairs, Dr. Enrico B. Gruet; and Mr. Budget Sulit, Head of CDU-COS.

More than a formal agreement, the partnership represents a shared commitment to empowering educators and strengthening the school community. Through a series of capacity-building initiatives, Project UGMAD seeks to equip teachers and staff with relevant knowledge and skills in areas that support their professional growth, well-being, and preparedness.
The initiative reflects CDU’s continuing commitment to extending the University’s expertise and resources beyond the campus, fostering partnerships that create meaningful and lasting impact in the communities it serves.
Through Project UGMAD, CDU and Tipolo National High School look forward to cultivating a stronger, more capable, and resilient school community, one that is better equipped to meet the challenges of today while preparing for a more empowered tomorrow.
